d.投标人将被授权的货物再授权给其他投标人同时参与本项目投标，相关的所有投标将被拒绝。
D.Authorizationrequirements:a.Ifthebidderisamanufacturerofultrasonicflowmeter,thebiddershallobtaintheskidder'sgloballegalsoleofficialauthorizationforthisbiddingandshallintegratethemeteringsystemattheauthorizedskidder'splantintheauthorization.
b.Ifthebidderisameteringskidder,thebiddershallobtainthelegalandsoleofficialauthorizationgloballyforthisbiddingfromthemanufactureroftheultrasonicflowmeterandshallintegratetheauthorizedultrasonicflowmeterintothemeteringsystematitsplantintheauthorization.
c.Ifabidderisbiddingwiththeirownmanufacturedgoods,theycannotauthorizeothersupplierstobidatthesametime,（略）,allrelatedbidswillberejected.

（一）投标人需提供成橇商的特种设备生产许可证（以下a、b两项中满足其一即可）：a.许可项目为压力管道元件制造，子项目为元件组合装置的中华人民共和国特种设备生产许可证；b.许可项目为压力容器制造，子项目为固定式压力容器其他高压容器（A2）或大型高压容器（A1）的中华人民共和国特种设备生产许可证。
（二）投标人需提供超声波流量计制造商的中华人民共和国计量器具型式批准证书，型式批准产地必须与流量计产地一致。

3)合同中所用流量计的计量器具型式试验批准证书的型式注册表的准确度不高于1.0%。
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同扫描件和2）到货验收材料。所提交的业绩证明文件必须至少体现以下内容：合同签署页（卖方为本次投标人）、货物名称：（略）
业绩认定时间：以到货验收证明材料时间为准。到货验收证明材料有多个签字或盖章时间的，以最晚签字或盖章时间为准。
Performancerequirements(i)ThebiddershallhaveatleastoneperformancerecordofsupplyingnaturalgastrademeteringsystemformeteringtradeinChinafromJanuary1,2009tothedeadlineofthisBid(subjecttothetimeofarrivalacceptance).Theperformancerecordshallmeetbothofthefollowingrequirements:1)Thepressureisnotlessthan1500LBinthesystem;2)Thesizeofmeteringpipeisnotlessthan12inchesinthesystem.

投标人所投标的计量橇内的强制密封球阀的制造商自2009年1月1日至投标截止之日（以到货验收证明材料时间为准），在中国境内具有一个合同的用于天然气计量设备的强制密封球阀供货业绩，且同时满足以下要求：1)合同中至少有一台强制密封球阀的磅级不小于1500LB；2)合同中至少有一台强制密封球阀的执行机构驱动形式为气动；3)合同中至少有一台强制密封球阀的尺寸不小于12寸。
4)合同中所用流量计的计量器具型式试验批准证书的型式注册表的准确度不高于1.0%。
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同扫描件和2）到货验收材料。所提交的业绩证明文件必须至少体现以下内容：合同签署页（应有双方盖章）、强制密封球阀的制造商名称：（略）
业绩认定时间：以到货验收证明材料时间为准，到货验收证明材料有多个签字或盖章时间的，以最晚签字或盖章时间为准。
