3.2本项目的投标人须具有独立法人资格，为此项目的生产、制造、安装、调试的制造商;或者制造商指定的授权代理商（仅限坦桑尼亚和乌干达境内的供应商），对其提供的货物和服务负全面责任。在法律和财务上独立，合法运作并独立于招标人：（略）
